【摘要】:Thisspecificationpromotestheinteroperabilityofhealthinformationsystemsthroughenablingasingleuniformrepresentationofhumancharacteristicsatthedatalayerofhealthcareinformationsystemsarchitecture(SeeFig.1).Itpresentsadatastructurethatallowstherecording,storage,editing,andretrievalofhumancharacteristicsindependentoftechnologyandthelanguage,nationality,orcultureofpersonsororganizationsinvolvedinhealthcareprocesses.Theintendeduseofthisspecificationistopromoteinteroperabilityatthephysicaldatatierinhealthcareinformationsystems,andtoenhancethedesignanddevelopmentofdatasubsystemsthatcontainhumancharacteristicsdataforindividualsandpopulations.Thedatastructuresinthisspecificationcanbereadilytransformedintopresentationlayerstructuresforexample,intoXMLforpresentationintheASTMContinuityofCareRecordortheHL7standardClinicalDocumentArchitecture,orintostandardHL72.xmessages.Clinicalusesofthisdatastructureincludetheclassificationandstorageofhumancharacteristicsforindividualsandpopulationsforexample,foruseinclinicaldecisionsupportandepidemiologytocomparetheindividualtopopulationsconsistentwithbestclinicalandscientificpractices.ThisspecificationmaybeextendedforuseinveterinarymedicineasdescribedinAppendixX1.Thisextensionincludesagenus/taxonomyreferenceandassociativeentities/tablesascitedinANSI/ADASpecification1000.Thisallowsthecharacterizationofindividualnon-humanlivingthings,andtheinclusionofthoseofdifferentspeciesintomixedherds.1.1Thisdocumentpresentsastandardizedrepresentationforthecontentandstructureofhumancharacteristicsdataforuseinhealthcareinformationsystems.1.2Thisspecificationmaybeextendedtoapplytocharacteristicsofnon-humanlivingthings,suchasindatasystemssupportingveterinarymedicine.1.3Thefollowingprovisionsarewithinthescopeofthisspecification:1.3.1Logicalrepresentationofhumancharacteristicsdataforindividualsandpopulations.1.3.2Physicalrepresentationofhumancharacteristicsatthedatatierofhealthcareinformationsystems.1.4Thefollowingprovisionsareoutsidethescopeofthisspecification:1.4.1Thestandardizationofpolicyorregulationconcerningtheemploymentofhumancharacteristicsdatadescribedinthisspecification.1.4.2Theestablishmentorstandardizationoflegalconstraintsovertheuseofhumancharacteristicsinconjunctionwithhealthcareclinicalorbusinessprocesses.1.4.3Addressingorstandardizingpersonalprivacy,medicolegal,andsystemsecurityprovisionsassociatedwithdocumentinghumancharacteristicsorstoringhumancharacteristicsdata.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
